RESOLUTION REGARDING THE SPIRITUAL CONSEQUENCES OF GENOCIDE

14 June 2000 Vilnius

Legal assessment is essential of the long years of systemic spiritual genocide as a cataclysm of humanness. The public goal of the Communist Party was the creation of a communist society, by refashioning an individual from "old material" into a new communist (soviet) individual. Human nature was being violated by utopian promises, cynical deception and terrorist force. Each stage of sovietization was accompanied by war crimes, crimes against social political groups, rights to life, freedom, inviolability and rudest violations. Throughout most of the century, persecutions enveloped religion, church, believers and members of their families (even children), education, news media, science and art. All of culture was usurped by the Communist Party. The fear of suffering affected the comprehension of the moral norms and the thought process. Compulsive lying, duplicity, and failure to act reigned supreme. All of this gradually destroyed the difference between truth and falsehood, conscientiousness and the lack thereof; and honour and dignity were defiled and trampled. Unable to withstand the spiritual stress, people forgot the norms of morality and the scale of societal values diminished. This became particularly evident following the withdrawal of communism. The mass media, remaining in communist hands, belittles the victims of communist genocide in a refined fashion, while citing conformism as the only means of survival during the years of communist terror.

International Congress proclaims that the spiritual terror of communism constitutes a major crime against humanness and humanity, exerting a negative influence against its future. The Congress demands to make a legal assessment of crimes against morality, condemn them and thus erect the largest barrier, preventing the resurgence of communism.

RESOLUTION REGARDING INTERNATIONAL CO-OPERATION IN INVESTIGATING AND LEGALLY ASSESSING CRIMES OF COMMUNISM

12-14 June 2000 Vilnius

We, participants of the Congress, call upon all the countries, which have liberated themselves from the communist regime to investigate on the state level into the crimes committed by communism: to calculate losses of their citizens suffered due to repression and terror employed by the communist regimes, due to the ruin of the economy, spiritual mutilation of the people, to announce the data collected to the public and use them as evidence in criminal actions initiated against perpetrators of such crimes.

We call to establish and develop state and non-state institutions to investigate and evaluate the crimes of communism. We call to carry out wide international co-operation in sharing experience of investigating into such crimes, exchanging methodologies, looking for sources and witnesses so that the investigation data and conclusions were as mush as possible more thorough and objective.

APPEAL TO THE WORLD COMMUNITY AND INTERNATIONAL PUBLIC ORGANISATIONS CONCERNING THE ESTABLISHMENT OF THE INTERNATIONAL TRIBUNAL FOR THE PROSECUTION OF THE CRIMES OF COMMUNISM AND THEIR PERPETRATORS

12-14 June 2000 Vilnius

The International Congress on the Evaluation of Crimes of Communism held in Vilnius on 12-14 June 2000 decided: 

to appeal to the World Community and International Public Organisations calling upon them to urge the Parliaments and the Governments of their countries to initiate the establishment of the International Tribunal for the Prosecution of the Crimes of Communism and their Perpetrators.

The memory of hundreds of millions of innocent victims of the communism terror is still calling for justice. Our future and the future of our children must be protected against the threat of communist, as well as that of Nazi, genocide.

Set up public committees to make the course of the establishment of the International Court more active!

APPEAL TO THE UNITED NATIONS ORGANISATION, PARLIAMENTS AND GOVERNMENTS OF THE WORLD STATES CONCERNING THE ESTABLISHMENT OF THE INTERNATIONAL TRIBUNAL FOR THE PROSECUTION OF THE CRIMES OF COMMUNISM AND THEIR PERPETRATORS

12-14 June 2000 Vilnius

The International Congress on the Evaluation of Crimes of Communism held in Vilnius on 12-14 June 2000 decided:

to appeal to the United Nations Organisation, Parliaments and Governments of the World States urging them to immediately establish the International Tribunal for the Prosecution of the Crimes of Communism and their Perpetrators.

All crimes against the humanity recognised by the Nuremberg process were also in an adequate way committed by the communists. In some places, where they came to power, it was perpetrated for a much longer period of time than were those of the Nazi.

A horrible consequence of the communist dictatorships is the largest political massacre that has ever been carried out throughout the world history. It is thought that from 1917 to 1990 the communist regimes killed about 100 million people. The court should also severely condemn a systematic long-term spiritual mutilation of the people.

Nazism was condemned a long time ago and Nazis perpetrators were punished. Communist perpetrators must be punished in the same way as well.

RESOLUTION REGARDING CONDEMNATION OF COMMUNISM IDEOLOGY AND DOCTRINE

12-14 June 2000 Vilnius

The communists, in declaring that they have the monopoly of the truth and allegedly leading people to universal happiness, use force to suppress the differently minded. In the name of the Utopia of equality they have tortured to death and have killed plenty of people and destroyed the economy of many countries. All the ways and models of building communism and socialism are based on compulsion and terror because the idea of communism, as that of fascism, gives birth to totalitarianism. 

Considerations that the very idea of communism is humane, but it is implemented in an inadequate way, are absolutely wrong. This idea has existed for 150 years, however, all the attempts to implement it have always ended in a social, economic and moral catastrophe of the society. So far not a single country governed by communists have reached prosperity. The ideal of universal equality and fraternity cherished by communism turn into the doctrine of the state's omnipotence the moment communists come to power. Having established themselves in power they start discriminating social, political and national groups, restrict the fundamental human rights and freedoms, display intolerance to non-communist views, especially to religion, resort to mass deportations and massacre. The communist system cannot exist without these measures - such is its nature. Crimes against humanity, disregard of the human rights are the main features, its true contents. All communist regimes had and still have a single common goal - to mercilessly fight against so-called "enemies" of the people and to annihilate them.

Communism, like fascism, is the global and the greatest perpetrator of the 20th century. Its crimes against humanity, massacre of the nations, social and political groups is based and justified by a Utopian ideology and the doctrine of its implementation. That is why this ideology must be condemned and prohibited to be propagated just like the nazism ideology, because they both give birth to the most horrifying mass crimes against the human race.

RESOLUTION REGARDING THE EXTENSION OF THE MEANING OF THE CONCEPT OF THE "GENOCIDE"

12-14 June 2000 Vilnius

It is necessary to extend internationally the meaning of the concept "genocide" so that it should cover physical annihilation not only of nations but also of political and social groups of people. Until it is achieved, such extended meaning is recommended to be introduced into national law.

Such crimes against humanity were committed namely by communist totalitarian regimes. It is due to the absence of this statement in the definition that international justice does not reach communist criminals. The statute of limitations is still unjustifiably applied with respect to these crimes, though they often were much more atrocious than those committed by the Nazis.

RESOLUTION REGARDING COMPENSATION FOR THE DAMAGE DONE BY COMMUNIST OCCUPATION REGIMES

12-14 June 2000 Vilnius

All the countries who experienced the occupation of soviet communist regimes, annexation and armed compulsion must calculate the damage done, announce the data in public and file claims to that country (state) which committed aggression and/or annexation.

The world must know what heavy losses the countries and their populations occupied by the communist regimes suffered.

The communist states which committed aggression must assume moral and material responsibility and as far as possible (supposedly, by agreements) to compensate for the damage done, as Germany has done and is still doing on account of Nazi aggression and crimes against humanity.

RESOLUTION REGARDING PREVENTIVE MEASURES AGAINST THE RESTORATION (RENEWAL) OF COMMUNISM

12-14 June 2000 Vilnius

The International Congress on the Evaluation of Crimes of Communism held in Vilnius on 12-14 June 2000 urges all the Parliaments, and the Governments of democratic countries to block the way to the restoration (renewal) of communism by means of their national laws. 

Communism has not perished in the world yet, there are still countries governed by communist regimes. Besides,  there are states which are governed by communists indirectly or on which communists exert great influence. The fundamental human rights are being violated in those countries on a large scale, their economy is primitive, people's level of living is low.

The communist structures have not been destroyed in the former "socialist camp" yet, therefore in the countries, which have liberated themselves from their dictatorship, there is still danger of communism being restored. Persons and groups of Communist mentality and behaviour are zealously working their way into other parties, and by deception and treachery push their way into party leaderships. Communist dictatorship experiences a rebirth in Belarus, it is still deeply rooted in Serbia.

Communists enjoy great influence even in some Western European countries and the countries undergoing great social upheavals.

In international relations communist regimes should be treated similarly as the countries enhancing terrorism or tolerating it: they should be subject to economic and other sanctions.
